Safi, on the other hand, didn't have a mellah because of the unique and exceptional harmony and cohesion between Jews and Muslims in the city. The history of the safi kaak is a fascinating historical tale that traces its origins to a significant event. The kaak began to take shape in Andalusia in the early 17th century, when King Philip III, accompanied by Juan de Ribera, the Archbishop of the Catholic Church at the time, decided to expel all the Moors from Andalusia, claiming that they were unwilling to convert from Islam to Christianity.
With this expulsion, the Muslims were forbidden to take anything with them, be it wealth or jewelry, gold or silver. In response, the Moors devised an ingenious method of smuggling their jewelry by embedding it in dough and baking it over a low fire to form pastries in the shape of circles without arousing suspicion. They deceived the Spanish authorities by claiming that they were provisions for the journey. The families who used this cunning trick settled in the city of Safi, where the kaak later became a registered symbol of the city.
